    LAST YEAR, GM POWERTRAIN invested $127 million in its Defiance County, Ohio, plant in order to install a new line to build aluminum blocks for automobiles.     Enterprise Zone Agreements were completed for Alfe Heat Treating-Defiance, Inc., CBS Boring and Machine Company, and OneSource Diversified Services, Inc. on September 17, 2001.
